New York – January 27, 2025: In a heartfelt address to the United Nations Security Council, Somalia called for urgent action to address Sudan’s escalating conflict and humanitarian crisis, emphasizing justice, accountability, and Sudanese-led solutions. The statement, delivered by Ambassador Abukar Dahir Osman during a semi-annual briefing by International Criminal Court (ICC) Prosecutor Karim Khan, underscored the need to break cycles of violence through dialogue and cooperation.
“Justice and accountability are paramount in any comprehensive approach to resolving the conflict in Sudan,” Amb. Abukar stated, highlighting Somalia’s solidarity with Sudanese civilians caught in the crisis. The briefing focused on the ICC’s ongoing efforts to address atrocities in Darfur, including a 2021 cooperation agreement between Sudan and the court.
Somalia outlined three critical priorities: revitalizing Sudan’s national justice institutions, leveraging existing frameworks like the Juba Peace Agreement, and ensuring regional ownership of justice processes. The ambassador stressed that external actors fueling the conflict must be held accountable, urging transparency in monitoring their roles.
The statement also acknowledged Sudan’s steps toward accountability, such as establishing a national committee led by a Supreme Court judge to investigate human rights violations. However, Amb. Abukar emphasized that “the protection of civilians must remain our highest priority,” calling for unhindered humanitarian access and stronger diplomatic efforts by the African Union and UN.
“Somalia stands firmly with the people of Sudan and the victims of these atrocities,” the ambassador concluded, urging the international community to support a holistic approach combining justice, aid, and mediation. “The cycle of violence can only be broken through dialogue, accountability, and a genuine commitment to dignity.”
As Sudan’s conflict enters its second year, displacing millions and deepening famine risks, Somalia’s appeal underscores growing demands for global engagement to secure lasting peace.
